1 General Principles

1.0.1 In order to improve the quality of chemical plant engineering design and standardize equipment layout design, this part of these regulations is formulated.

1.0.2 This section applies to the equipment layout design of newly built, expanded or renovated process devices in the chemical industry. Petroleum, petrochemical, textile, pharmaceutical and other industries can refer to the implementation.

1.0.3 In addition to complying with this part and the other four parts of these regulations (HG/T20546.1, HG/T20546.3 ~ HG/T20546.5), the equipment layout design should also comply with the current relevant national standards. .


2 Key points of layout
2.1Process and process requirements
Equipment layout design should meet the requirements of the process flow. Such as vacuum, gravity flow, solid discharge, etc., all equipment should be arranged according to the elevation requirements of the pipeline and instrument flow diagram. Equipment that handles corrosive, toxic, and viscous materials should be arranged compactly according to the nature of the materials. Measures such as setting up isolation walls should be taken when necessary. They should also be arranged according to the terrain, minimum frequency wind direction throughout the year, etc., so as not to affect the process requirements. For example, air suction inlets and circulating water cooling towers, etc.
2.2 Environmental protection, fire prevention, explosion protection, labor safety and health and occupational safety and health requirements
2.2.1The fire separation distance of equipment, buildings, structures, etc. should strictly comply with the current laws and regulations on fire prevention. If there are supporting public works and auxiliary facilities in the process device, they should be arranged into a separate community and be located outside the explosion hazard area. , leaving a fireproof distance between it and the process equipment. Attention should be paid to environmental protection. The use, storage and production of toxic and seriously polluting equipment should be arranged in partitions. Equipment that generates noise should be isolated from other equipment to prevent pollution and noise. Devices and equipment with a greater risk of fire and explosion and that emit harmful gases should be arranged in the open air or semi-openness as much as possible to relatively reduce their danger, toxicity and destructiveness of accidents. Equipment should be arranged in zones according to the degree of hazard.
The layout of electrical equipment that utilizes electric energy or motors should comply with the requirements of the country's current "Code for Design of Electrical Installations in Explosion and Fire Hazardous Environments" GB50028. The centralized control room, power transformation and distribution room, laboratory, office and other auxiliary buildings of the device should be arranged outside the explosion hazard area and close to the edge of the device area. For the location of equipment with open flames and control rooms and power distribution rooms, the minimum frequency wind direction throughout the year must be considered. Devices with open flame equipment should be arranged on the downwind side of the year-round minimum frequency wind direction for devices that may emit flammable gases, liquefied hydrocarbons and flammable liquid storage tank areas.
The flue gas discharged from the chimney should not be blown into the compressor room or control room. The power distribution room should be arranged on the upwind side of places where flammable and explosive gases can leak. In terms of labor safety and health and occupational safety and health, the principle of "safety is for production, and production must be safe" and the health work policy of "prevention first" must be implemented.
